After a 2023 legislative change expanded eligibility for the Senior Citizen and Persons with Disabilities Exemption, applications increased by more than 76%.
The Kitsap County Assessor’s Office responded by using LEAN / Six Sigma workflow improvements, strengthening internal processes, and applying technology more effectively — allowing the office to handle the increased workload without additional staff or taxpayer funding.

Phil has made transparency a priority by helping residents better understand the assessment process and where property taxes come from. Property tax rates and increases are driven by taxing districts, municipalities, levies, and voter-approved measures — not by the Assessor’s Office itself. The Kitsap County Assessor site explains that the office appraises property through physical inspection and market activity under Washington law.

Throughout Cook’s tenure, the Assessor’s Office has built strong working partnerships across the real estate industry — including local title companies, surveyors, real estate agents, lenders, insurance professionals, and fee appraisers — to improve the accuracy and availability of public property data.
One important result of this collaboration was the correction and cleanup of parcel detail information available online, giving title companies and real estate professionals more accurate data to rely on during property transactions. The office also worked to clean up legal descriptions, creating benefits for both the Assessor’s Office and the title industry.
By strengthening collaboration and improving shared data, these partnerships have increased transparency, reduced duplication of effort, and helped lower costs for all parties involved.
