Phil Cook

Phil has dedicated his nearly 25-year career to service, leadership, real estate, and responsible public administration. As your Assessor for the past 12 years, Phil and his office have consistently delivered results for the people of Kitsap County.

Prior to serving as Kitsap County Assessor, he spent more than a decade as a sales manager and mortgage originator with a Fortune 500 company. He also manages residential rental properties in Kitsap County. Earlier in his career, Phil served as an operations and logistics manager for a manufacturing firm but started as an educator and youth sports coach.

Phil holds a Master of Public Administration from the University of Southern California, a Master of Education from Azusa Pacific University, and a Bachelor of Arts from the University of Arkansas. He has also completed LEAN Six Sigma process improvement training.

Phil’s service extends beyond the Assessor’s Office. He enjoys volunteering with Scouting America as a troop committee member, merit badge counselor, and Whaling Days volunteer. He has assisted many Scouts earn the rank of Eagle after earning his own Eagle Scout rank in 1991. Phil is also a member of the Navy League Bremerton-Olympic Council. Previously he has served as a county advisory committee chair and has participated in community clean-up efforts, including work on the Clear Creek Trail, served on the United Way of Kitsap County Board of Directors and he has volunteered with youth athletics, Relay for Life, Rebuilding Together, and CSTOCK Theater.

Phil and his wife Kristin have lived in Silverdale for the past 20 years where they have been raising their two children Philip and Ayla.

Little “fun” fact … Phil played collegiate football for the University of Arkansas.
